January 20 Select Board Meeting: Covid-19 updates and 40B discussions

Covid-19 update

Milton has hosted 8 free Covid-19 testing events, with 929 tests administered in which 39 have come back positive. The positivity rate is on the decline in the testing facilities and The Town Administrator would like to update the amendment with Fallon to enable an increase in the funding for two additional Sundays, Feb. 7 and Feb. 21 to be held from 10-3 at the DPW Yard. Milton is in its’ 4th consecutive week as a high-risk community, and numbers are trending down. The Library is to continue the very successful curbside services. The Select Board motioned in favor of the 3rd amendment for additional funding to Fallon for free Covid-19 testing events. In addition, the bus initiative is moving forward.

Vaccine program

Caroline Kinsella, the towns’ Health Director, joined the meeting to discuss the Covid-19 vaccine program. 50 doses were distributed last week, with 60 doses to be distributed this week. She will continue to provide updates.

Engagement letters

The Select Board discussed the terms for the engagement letter with Johanna Schneider from Hemenway and Barnes. The services would cover advice on 40B matters on an as needed basis and legal advice for the town. The Select Board motioned to approve with a reduction in the retainer fee.

The next engagement letter with Hemenway and Barnes for consultation of drafting a lease for land at 432 Adams Street was discussed. The appraisal will be needed first before terms can be determined. The Select Board motioned to approve.

Additional items of discussion

The first hearing for the 40B development at 582 Blue Hill Ave. was held on January 19. Tim Czerwienski, the Director of Planning and Community Development, will be representing the towns interest at these meetings/hearings.

The Select Board motioned to withhold comments regarding the 585-587 Blue Hill Parkway ‘Icehouse’ 40B application until more information is presented.
