Town of Milton School Building Committee meeting minutes – Sept. 12, 2023

The Town of Milton School Building Committee convened on September 12, 2023, to discuss various important topics related to ongoing projects. The meeting was attended by several committee members and a few guests. Here are the key highlights of the meeting:

1. Call To Order

The meeting was called to order with no specific presenter.

2. Citizen’s Speak

No citizens had registered to speak.

3. Old Business: Meeting Minutes Review

The committee reviewed the minutes from the previous meeting held on Monday, August 21. After a brief discussion, a motion was made by Tim Lombard to approve the minutes, and it was seconded by Akwa Ebong. The minutes were approved.

4. Old Business: OPM Service for Gile Rd.

Sean O’Rourke presented the discussion on procuring Owner’s Project Manager (OPM) services for the Gile Rd. project. It was noted that the request for services had been processed, advertised, and several OPM firms had shown interest. A site visit was scheduled for the following day (9/13/2023) at Gile Rd. Mark Loring and Tim Lombard were designated to lead the OPM firms during the site visit. The firms were expected to submit questions by September 21 ahead of the next MSBC meeting, with the goal of onboarding an OPM by November.

5. Old Business: Next Service Procurement (Architectural Services)

The committee discussed crafting the language for the Request for Services (RFS) for Architectural Services, with the aim of sending out the RFS by November. It was suggested that a similar subcommittee would need to be formed for the selection of an architectural firm.

6. Old Business: Land Swap Update

The update on the land swap involved contact with town counsel, drafting special legislation for the state legislature, and the need for appraisal services. The Chair, Sean O’Rourke, would forward the draft to MSBC members for review.

7. Old Business: SBC Project Timeline

A schedule graphic describing the timeline and duration of various agenda items, filings, and service onboarding was presented by Chair Sean O’Rourke. The current initiatives were reported to be on track, and Mark Loring suggested adding more detail to certain activities. The project timeline graphic will be continually updated and posted on the committee website.

8. Old Business: MSBA Resubmission

The committee anticipated receiving notification from MSBA by December 2023 regarding the next steps for Milton. A site visit was expected to be arranged between now and the end of the year.

9. New Business: SBC Sub-Committee (OPM Selection)

Discussion centered around the responsibilities of the subcommittee, ranking submissions, and selecting members. After a series of motions and roll call votes, it was determined that the subcommittee would shortlist three OPM firms for recommendation to the larger MSBC. The subcommittee members include Glen Hoffman, Mark Loring, Scott Tereshak, and Tim Lombard.

10. New Business: SBC Funding Article

The discussion revolved around whether the MSBC committee should seek additional funding at the upcoming December 2023 town meeting for limited services or wait until May 2024. Chair Sean O’Rourke agreed to research other funding articles that may come before the town meeting in December.

11. New Business: Future Meeting Dates

Upcoming meeting dates were scheduled for September 25, 2023, October 16, 2023, and October 23, 2023.

12. Motion to Adjourn

A motion to adjourn was proffered at 8:44 p.m. by Celina Miranda and seconded by Akwa Ebong. The motion passed unanimously.
